Prior to this he was working for Robert Flemings (acquired by JPMorgan) in London. He has over 20 years of experience in capital markets, financial transactions and manager selection.

Professor Linton holds the Chair of Political Economy at Cambridge University, having previously held the post of Professor of Econometrics at the London School of Economics. He is a Fellow of the Econometric Society, of the Institute of Mathematical Statistics and of the British Academy. A former Professor of Economics at Yale University, he is the author of over one hundred articles in the areas of econometric theory and financial econometrics. Within financial econometrics he is interested in high frequency data and in low frequency panel data issues.

His research interests are nonparametric and semiparametric methods, particularly as applied to bandwidth choice and to efficiency comparisons between first order equivalent procedures, leading to examination of practical problems such as how to choose bandwidth, the curse of dimensionality, and how to obtain good approximations to the actual sampling variability of the estimators. He is also interested in financial econometrics. Professor Linton has also acted in a consulting or advisory capacity for (among others) Hargreaves Lansdown, Rio Tinto, the Financial Services Authority (FSA), Royal and Sun Alliance and Concordia Asset Management.

According to a Financial Times op-ed, a few years ago, during the peak of the financial crisis, the rest of the world started waking up to what my fellow geeks and I had long known: US equity market structure had undergone a vast, long-term transformation – from a simple, mostly manual system to an extraordinarily complex, highly automated one – and that this metamorphosis was spreading to other markets globally.

Once relegated to obscure trade journals and dry industry conferences, market structure is now front-page news. And that coverage tends to focus on episodes in which technology fails: the 2010 “flash crash” in US markets and, in 2012, the aborted initial public offering of exchange company BATS Global Markets, systems troubles that affected the Facebook IPO and a software glitch at Knight Capital Group.

News stories, blogs and social media posts refer ominously to such incidents and, generally, to high-frequency trading, as seriously damaging investor confidence. The average reader could be forgiven for thinking that worries over HFT and modern market structure are driving mom-and-pop investors from the stock market in droves, like so many terrified villagers in a Godzilla film.

Justin Schack, managing director and partner at Rosenblatt Securities in New York, agrees that today’s structure may not be pretty, and elements of it surely need fixing, but it wound up delivering better outcomes for end investors than what it replaced. Transaction cost data from multiple vendors show that institutional investors can implement ideas far more cheaply today than before the transformation. This includes not just exchange fees and broker commissions, but also the price impact of large trades hitting the market. New, fundamental changes to market-structure regulation could trigger another transformative cycle, with no guarantee that investor outcomes would improve in the end.

In Search of Liquidity at Tech2Trade 2013, World’s Most Influential High-frequency Trading Conference

New York City, NY, USA (June 25, 2013) — A deeply liquid market is considered a sign of a healthy market with lots of participants, but Commissioner Bart Chilton, Commodity Futures Trading Commission, says all liquidity may not be the same and could be distorting markets. The CFTC is concerned that some of the liquidity that may be provided by high-frequency traders could be “fantasy liquidity created by ‘wash’ sales,” which is prohibited under both the Commodity Exchange Act and exchange rules.

High-frequency traders enter and exit the market quickly and can do so multiple times a day, helping to create a more liquid market. But they’re a relatively new addition to the trading world and Chilton said how they operate needs closer scrutiny, especially since at times they can be 30% to 50% of a market. The concern is over “wash” trades, which happens a trader trades with himself, in other words puts out a bid price and matches it. “If you’re trading with yourself, you have nothing to lose, you’re not taking a risk. If this was occurring a little bit, it would be no harm, no foul,” Chilton said.

However, he said, this is happening more than a little bit, calling the wash trades “voluminous.” Chilton said there may be two reasons why these wash trades are happening. One is to make it look like there is deep volume to entice other people to trade those markets. Second, these traders may be part of legitimate market-maker programs, which is when an exchange pays a market-maker to provide liquidity. “But it’s dangerous if you’re trading with yourself and taking no risk. It can also affect price discovery and hurts consumers,” he said.

New Regulatory Regimes for Derivatives at Tech2Trade Expo’s Derivatives Trading Forum 2013

New York City, NY, USA (June 25, 2013) — Over the past five years, the European Union and the U.S. have developed separate, new regulatory regimes for derivatives, aimed at protecting our financial systems, economies and taxpayers from a repeat of the 2008 crisis. European Markets and Infrastructure Regulation, the EU’s strict and comprehensive set of rules for derivatives transactions, became law in August and took effect in March. EMIR fulfills the commitments made by the leaders of Group of 20 nations to improve safety and transparency by requiring reporting and mandatory clearing for derivative trades. Trading rules will soon follow.

EMIR is stricter and broader in scope than the Dodd-Frank Act of 2010, which regulates U.S. markets. For instance, in Europe, all financial companies regardless of size are required to clear their derivatives trades and report them to trade repositories, and there is no carve-out for foreign-exchange transactions. The EU’s capital standards for clearing houses are much tougher. EMIR’s transparency obligations, both pre-trade and post-trade, are more rigorous than those in force in the U.S.

Following the entry into force of these regulations, market participants are dealing with a complex list of requirements to be fulfilled at different deadlines in the coming months. For market participants, the key challenge will be to meet the central clearing and trade reporting obligations, while regulators strive to ensure consistency with foreign jurisdictions so as to limit the unintended effects of extraterritoriality.

New York City, NY, USA (June 3, 2013) — The trading of derivatives, largely privately negotiated and traded, is going through significant transformation, in what constitutes the biggest financial regulatory revamp since the 1930s. In recent years, derivatives have constituted huge profit machines at institutions like Bank of America, Citigroup, Goldman Sachs, JPMorgan and Morgan Stanley, which control 90% of all such contracts. On December last year, the European Commission adopted technical standards produced by the Paris-based European Securities and Markets Authority (ESMA), which seek to implement parts of the European Market Infrastructure Regulation (EMIR), including stricter standards for central counterparties (CCPs). Last May, US regulators from the Commodity and Futures Trading Commission (CFTC) announced changes in the way that commodities are traded in a bid to help strengthen the financial system. Now investment companies have to receive price quotes from a minimum of two banks, potentially giving smaller banks and investment houses the chance to go into the market and increase competition. Moreover, many types of derivatives that have traded exclusively in private must now shift to a regulated trading platform. The platforms, known as Swap Execution Facilities (SEFs), will open a rare window into the somewhat secretive world of derivatives trading.

Following the entry into force of these regulations, market participants are dealing with a complex list of requirements to be fulfilled at different deadlines in the coming months. For market participants, the key challenge will be to meet the central clearing and trade reporting obligations, while regulators strive to ensure consistency with foreign jurisdictions so as to limit the unintended effects of extraterritoriality.
